I. PROJECT OBJECTIVES

"Revitalization of historic Kielce Downtown – stage II" is one of the realization stages of general revitalization program objective, which is increase of economic, social, spatial and functional attractiveness of the City of Kielce, leading to better fulfillment of functions of Świętokrzyskie Region metropolis.
General objective pointed out above will be realized through the following detailed objectives:

  1. stoppage of degradation of Downtown area,
  2. increase of cultural and touristic potential of the city through appointment of the new socio-cultural and touristic functions to the areas,
  3. inhibition of the process of social and economic marginalization of the revitalized area,
  4. limitation of car traffic on the revitalized area,
  5. increase of the investment attractiveness of the city,
  6. economic and cultural revival of the Downtown area.

Improvement of the aesthetics of revitalized public spacer will have a positive influence on the quality of life of the citizens, increase of the touristic attractiveness of the city, creation of the conditions for integration of the city communities and social communication.

The areas reconstructed and expanded within the framework of the project will be a great places for walks, leisure and social meetings. The project will indirectly contribute to alteration of the functional profile of commercial properties in the areas covered by the revitalization as well as on the neighboring Downtown streets.

Long term profits of the project realization will be:

  • improvement of socio-economic (investment, touristic, cultural, residential) attractiveness of the city,
  • social profits related to ma king of the revitalized area a place of leisure (meetings, walks, cultural events),
  • improvement of the aesthetics of surrounding urban space, better organization of car traffic with simultaneous introduction of zones of slowed down traffic.

Project objectives are coherent with aims of "Regional Operational Program of Świętokrzyskie Voivodeship for years 2007 - 2013” (ROPoŚV), objective 6" Improvement of attractiveness of urban areas and municipalities”, realized within the priority axis nr 6 “Strengthening of urban areas and revitalization of small cities”, Action 6.1 “Strengthening regional and sub-regional growth centers”.

This project by the resolution of Voivodeship Management was put in Indicative List of Individual Key Projects within the framework of Regional Operational Program of Świętokrzyskie Voivodeship for years 2007-2013.

Reconstruction of Courtyard of Cracow Bishops' Palace with Modernization of Infrastructure

 

 Task 1: Revitalization of Kielce Downtown – re construction of Warszawska Street (section from IX Wieków Kielc Avenue to Orla Street).

Objectives already completed:
The main aim of the reconstruction was:

  • creation of high quality public space of downtown character, which generates the development of functions such as commerce, culture, gastronomy, recreation, entertainment, leisure and communication.
  • giving the mentioned section of the street an appearance, function and nature of metropolitan street
  • creation of conditions for harmonic coexistence of car and pedestrian traffic by their proper zoning and arrangement of pedestrian routes as well as recreational areas.
  • acquiring from the perspective of IX Wieków Kielc Avenue view to Warszawska Street being a “showcase” of the city, and indicating the way to City Square. The street has a function of main access to the historic downtown from the north side and in terms of arrangement it is suppose to act as a spatial “invitation” to it.

Within the framework of task realization following aims were completed:

  • reconstruction of the pavement of Warszawska Street on the section from IX Wieków Kielc Avenue to Orla Street,
  • reconstruction of rain sewage,
  • street lighting;
  • reformed green areas and the elements of small architecture (among others: fountain, stands for sculptures, benches, bike stands)

Task 2: Revitalization of Kielce Downtown – development of urban public spaces – reconstruction of Panty Street.

Objectives already completed.
Reconstruction of Planty Street in Kielce in the section from Piotrkowska Street to Sienkiewicza Street had a purpose of improving the pedestrian and car traffic.

Within the framework of task realization following aims were completed:

  • reconstruction of the road and pavement of Planty Street,
  • construction of footbridge over the Silnica River, conducting the pedestrian traffic towards the Paderewskiego Street.
  • new drainage and street lighting was made
  • green areas were reorganized


Task 3: Revitalization of Kielce Downtown – development of urban public spaces – reconstruction of Leśna Street.

Objectives already completed:

The subject of investment was reconstruction of Leśna Street in the section from Mała Street to Sienkiewicza Street. Forming of the terrain, road surface, pavements and exit lanes proposed in the project complies with regulations and usage conditions.

The spectrum of investment covered:

  • reconstruction of road surface, exit lanes and pavements,
  • reconstruction o city lighting,
  • reconstruction of rain sewage,
  • reconstruction of gas pipes,
  • reconstruction of telecommunication facilities,


Task 4: Revitalization of Kielce Downtown – reconstruction of Wesoła Street (section from Sienkiewicza Street to Seminaryjska Street, Czerwonego Krzyża Street , Mickiewicza Street i St. Leonard Street (section from City Square to Wesoła Street).

Objectives in realization.
Spectrum of investments covers:

  • reconstruction of road surface and expansion of Wesoła Street (section from Sienkiewicza Street to Seminaryjska Street), Czerwonego Krzyża Street, Mickiewicza Street and St. Leonard Street (section from City Square to Wesoła street),
  • reconstruction of exit lanes and pavements of mentioned streets,
  • expansion and reconstruction of parking bays on mentioned streets
  • construction of bus bays on Czerwonego Krzyża Street and Wesoła Street,
  • reconstruction of rain sewage,
  • construction of street lighting,
  • removal of collision of constructed lighting line with existing public utility network.

For St. Leonard Street and Czerwonego Krzyża Street implementation of green areas with benches was foreseen and on Mickiewicza Street will be planted new trees and implemented green areas underneath them.

Small architecture on Wesoła, Czerwonego Krzyża and St. Leonard Streets will correspond with existing and being in the phase of design elements of downtown. Mickiewicza Street is being designed in 19th century way (benches, bins, protective posts, green areas fences, lighting) with preservation of historical urban axis.

 

Task 5: Savings in task 4 has been allocated to the 5 th task in the project: Reconstruction of Courtyard of Cracow Bishops' Palace with Modernisation of Infrastructure

The planned undertaking will include the reconstruction of today’s Castle Courtyard and infrastructure
in style related to the Baroque residence. The main objectives of the revitalization project include:

  •  Revitalization of a front courtyard
  • Revitalization of an inner south courtyard with an adjacent terrace
  • Revitalization of a terrace of the Cracow Bishops’ Palace’s main body from the side of the inner south courtyard (by the southern elevation)

The construction and the archaeological works, which have been planned are intended  to preserve the law traffic vehicle zone through the conversion of: shared zones for the support of the palace complex, pedestrian communication areas in the immediate surroundings of the main body and side wings. Additionally, through the creation of the leisure section for pedestrian with the low vegetation elements on a neutral character and a small architecture with leisure and tourist information areas. The aim of the reconstruction and the new arrangement of the Castle Square  is to obtain an unique character which emphasizes the assumption of the Baroque residence. As a well functioning historical urban space, it requires an organized shared zone’s communication dedicated for the inner support of the Museum’s objects located within the project area. In addition, on the front courtyard area the elements of green, illuminated lightning, and small architecture will be used. They will serve various objectives, including tourism and organization of cultural events. Moreover, the place will become even more attractive for everyday family walks.

The task called  “Reconstruction of the Courtyard of the Cracow Bishops’ Palace with Infrastructure Modernization” is realized by the Kielce Municipality in the partnership with the National Museum in Kielce (http://mnki.pl/).

 In November 2014 the fifth task has been extended to the revitalisation of the  inner north courtyard with an adjacent terrace.
